Das Modul ist nicht aufgelistet, es sollte unter Loaded Modules stehen. Aber um sicher zu gehen wende dich doch einfach mal an den Support von 1&1.

Wenn es über .htaccess nicht geht kannst du es alternativ auch über PHP lösen.

Möglichst am Anfang der index.php. Du hast da aber noch wesentlich größere Probleme als DC, zB das fehlerhafte Encoding.
